Many of the new police vehicles in the United Kingdom has a new light bar installed on the roof. This is why standard strobe lights (blue and red), but now have a light on the sides called alley of light. Allows the officer to illuminate the area beside the vehicle through a bright LED light. I think I could be equally likely that the officer was using the lights looking for something else and were just caught in the beam at one point. Nothing to worry about.
